Most of the time your cat should only be panting after strenuous exercise or if they are overheated. Sometimes their fight or flight instinct may kick in when they are anxious that may raise their breathing rate. Cats also tend to pant if they are old or fighting an illness. It's important to know that sometimes respiratory distress can be a cardinal sign of congestive heart failure.
