Why is my cat non purring?

Just like how cats can be different in shape, size and colour, they also differ in personality, and it may just be that your cat chooses to communicate with you in ways other than purring - maybe they cuddle but don't purr. Although in some cases if your cat doesn't purr, it may in fact reflect pain, stress or discomfort.
